If pond water is not clear this can spoil its appearance and upset the delicate balance of the pond. Water can be unclear for many reasons excess nutrients too much sunlight etc. Simply draining and cleaning the pond will not provide a long term solution as water will become murky again if the underlying causes are not rectified.
